It covers city and county governance, state and federal policy impacts, civic tech, philanthropic strategy, nonprofit sector health, public trust, and the coordination gap between institutions planning separately for a future they’ll share. This is the meta-layer vertical: it watches the systems that shape everything else.
Why We Track This
Buffalo has no shortage of smart, dedicated organizations working on the region’s future. What it sometimes lacks is coordination. Institutions plan separately, foundations fund in parallel, and government operates in silos, while the challenges they’re all trying to address keep crossing those boundaries. This vertical watches the connective tissue of civic life: how decisions get made, who’s at the table, how resources flow, and whether the region’s institutions are building the shared capacity to tackle problems that no single organization can solve alone. It’s the least visible vertical, and arguably the most important.
