For Buffalo, the practical impact falls most acutely not on the Buffalo AKG or Burchfield Penney – institutions with endowments and diversified funding, but on the smaller organizations serving East Side and immigrant communities that have historically depended on Challenge America and IMLS support. The philosophical shift is harder to reverse than a budget cut: it is a redefinition of what the federal government believes arts are for. Even if a future administration restores funding levels, the organizations that close in the interim cannot be quickly rebuilt.
